Economic measures for the state of emergency involve organisational, material and financial measures planned and adopted by crisis management authorities with a view to making available material resources necessary for resolution of crisis situations in the form of critical supplies.
The system of emergency economic measures comprises the following:
1.Emergency economy management system, whose purpose is to ensure necessary supplies to satisfy the needs of population, to support the operations of fire rescue service units and emergency services and for performance of public administration. As matter of priority, the principle is observed that the supplies come from the existing resources of business entities in the manner common to a state of non-emergency.
2. Economy mobilisation system, whose purpose is to ensure mobilisation supplies for the Armed Forces and armed security services, provided solely on contractual basis.
3. State material reserves operation system, which serves to generate and keep a reserve of raw materials, products and materiel necessary to cover increased demand in managing emergencies, which may not be covered using the existing resources of business entities.
4. Regulation measures, which serve to reduce or realign the consumption of raw materials, products and energy in short supply in emergency situation, if standard economic measures are not sufficiently effective in delivering critical supplies. The regulation measures are only declared on exceptional basis and for a necessary period of time
5. Development and maintenance of infrastructure, which involves structures earmarked for the purposes of emergency economic measures and owned by the state or structures owned by private businesses with established real burden, including their technology support, internal utilities and telecommunication networks as well as information systems providing oversight on material resources and their optimal utilisation.
In the process of preparing emergency economic measures, the Administration of State Material Reserves:
Performs a coordination and inspection role;
Supports the concept for planning, generation, keeping, storing and utilisation of state material reserves generated to cover increased requirements in emergencies,
Provides training of personnel in crisis management bodies,
Provides information support to emergency economic measures.
In cooperation with central government agencies, the ASMR coordinates the development of the Plan of developing civilian resources to support security of the Czech Republic for given planning period, whose principal aim is to make sure resources are available in commodities with increased consumption in times of emergency. The ASMR is responsible for the generation of state material reserves, which further divide according to their purpose.
The ASMR contracts for keeping of state material reserves, including emergency reserve of oil and petroleum products in premises of keepers, and authorises technical specifications for their storage and inspects their observance. In a state of crisis, the ASMR coordinates with central government agencies on utilisation of state material reserves.
ASMR evaluates the effectiveness of mobilisation supplies, is involved in coordinating the process of contracting for the supplies and ensures that contractors are ready for realisation. With proposed measures, the ASMR provides a sustained analysis and assessment of their exigency and effectiveness, sets priorities thereof as related to supporting the requirements of ordering organisations as well as the tasking of civilian support to the Armed Forces.
In the sphere of emergency economic measures, the ASMR provides oversight on the performance of municipal administration with municipal government authorities and, at the same time, the ASMR supports the performance of its tasks with contractors for mobilisation supplies, entities subject to economic mobilisation and the keepers of state material reserves.
Furthermore, the ASMR determines entities subject to economic mobilisation, prepares documentation for remonstrance proceedings, develops and maintains a comprehensive register of entities subject to economic mobilisation. In its authorised purview, the ASMR inspects state administration bodies and entities subject to economic mobilisation for preparations of economic measures and checks them for efficiency. Develops and drafts subject-matter laws and regulations.
The ASMR is responsible for coordinating subject-matter training and education in the sphere of economic measures for the state of emergency in the Czech Republic. In accordance with the Concept of education on crisis management, endorsed by Resolution No. 14 dated 16 November 2004 of the State Security Council, the ASMR organises in-career vocational training as well. That is the way specialist academic training is provided to employees of state administration bodies, senior staff and officers of local self-government involved in preparing and implementation of emergency economic measures. Specialist education is also provided to the management and executive personnel of entities subject to economic mobilisation and keepers of state material reserves. The education is organised by the University of Economics in Prague – the Institute of Crisis Management.
ASMR also participates in lecturing that leads to a certificate of special expert qualification awarded to personnel engaging in emergency economic operations, and in educating senior officers.
In addition to that, the ASMR supports development and coordination of operations in information systems in the sphere of emergency economic measures. The systems include on called ARGIS, an information system for planning of civilian resources, which has been developed and operated by the ASMR to provide information support to planning and decision-making processes in crisis management bodies as well as in the sphere of procuring material resources in support of emergency management.
The ASMR also implemented a simple software tool called KRIZDATA, which enables crisis management personnel at all levels access all basic data on availability of necessary material resources in their territory and potential suppliers thereof. At the moment, the development of another information system called ZDROJE (resources) is in progress, which seeks to accelerate and simplify all procedures in requesting material resources in emergencies.
The ASMR information tools are developed so as to enable with the use of web services to transfer data on available material resources and their potential suppliers into crisis management information system of the Czech Republic that is in the process of preparation.
