The Administration of State Material Reserves (ASMR) is a central government agency in the sphere of economic measures for emergencies, oil security and the state material reserve.
The ASMR mission is primarily defined by the Act No. 97/1993 Coll., on the purview of the Administration of State Material Reserves, as amended.
The following laws regulate further ASMR responsibilities in its authorised purview:
Act No. 241/2000 Coll., on Emergency Economic Measures and on amendment of some associated Acts, as amended;
Act No. 189/1999 Coll., on Emergency Oil Reserve, on Oil Emergency Management and on amendment of some associated Acts, as amended;
Ordinance No. 452/2002 Coll., stipulating the list and specifications of oil, oil semiproducts and selected petroleum products that may be stored as a part of emergency oil reserve, and procedures for calculating the amount of emergency oil reserve and conditions for storage thereof.
Ordinance No. 498/2000 Coll., on planning and implementation of emergency economic measures, as amended by the ordinance No. 542/2000 Coll.
The guiding principles of ASMR operations and its activities are defined by the Statute of the Administration of State Material Reserves endorsed through a resolution of the Government of the Czech Republic.
The ASMR is headed by a chairman, appointed and recalled by the Government as proposed by the Minister of Industry and Trade in agreement with the Minister of Finance.
The ASMR comprises:
a. Headquarters based in Prague;
b. Utility organisational components (depots & academic training centre).
