Oil Security 

 

In the sphere of oil security, the Administration of State Material Reserves supports the preparations for emergency measures for the time of state of oil emergency arising as a result of stopped or suspended crude oil and petroleum products supplies into the Czech Republic and performs subject-matter international cooperation.

 

The ASMR develops national oil security concept, including those parts of national crisis management plan that pertain to emergencies occurring as a result of large-scale disruption of supplies of crude oil and petroleum products (Type Plan), develops relevant regulative and other measures on emergency provision of the Czech Republic with crude oil and petroleum products, and coordinates operations of relevant units with central and local government authorities in the sphere of oil security.
The ASMR monitors imports and exports of crude oil and petroleum products into/from the Czech Republic, oil processing in Czech refineries, and domestic consumption of selected petroleum products and follows developments in the global oil market.
In addition to that, the ASMR is responsible for proposing composition and amount of emergency stocks of crude oil and petroleum products on an annual basis, while providing a monthly assessment of emergency stockpile under the Czech Republic’s international commitments in the subject-matter area.
The ASMR Chairman’s advisory body is the National Emergency Sharing Organization (NESO), established pursuant to the principles of the International Energy Agency (IEA) of countries of the Organisation for Economic Cooperation and Development (OECD) and the EU. NESO sessions are chaired by deputy chairman of the ASMR. The NESO performs missions pursuant to its regulations and rules of procedure in accordance with the law and decisions of the IEA and the EU, developing documentation needed for drafting proposals for declaring and recalling the state of oil emergency, for proposals of measures to reduce the consumption of crude oil and petroleum products as well as the scope of utilisation of oil stocks in the state of oil emergency. NESO also prepares and controls methodical exercises of management in the states of oil emergency, participates in exercises simulating the state of oil emergency organized by international organisations, of which the Czech Republic is a member.
In the field of oil emergency preparedness, the ASMR cooperates with specialist subject-matter units of the Ministry of Foreign Affairs, Ministry of the Interior, Ministry of Industry and Trade, the General Directorate of Fire Rescue Service, the Czech Statistical Bureau, other Ministries and central government agencies, with the representatives of Czech oil industry and affiliations of foreign oil corporations.
The contact with the secretariat of the IEA and participation in the sessions of IEA working committees and groups, relevant working committees and directorates general of the European Commission as well as NATO working committees and agencies is in the ASMR purview and is laid down in Act No. 189/1999 Coll.. The ASMR also plans and controls the operations of National fuel supply management agency as a part of NATO preventive security system.
